Default Daylight feature

I was thinking when I played in Cantha how nice it would look in the night.
What I am thinking is that you have a day and night feature which enable certain creature to come out at night and some at daylight. Fex you would have a larger chance of meeting thieves and maybe ghosts in the night and in the morning you would meet regular creatures. Also it could be made that certain quest is only avaiable at night and some in the morning.
